And thank you as well for a lengthy and considered comment. There are, I agree, cultural differences that influence what we're now both calling institutional racism. Sticking with the institutional stuff, however, what I thought of as influencing educational discrepancy is the number of Black universities in the South, which would lessen that discrepancy.
I do think there's not much difference between institutional and cultural racism: Each tends to increase the other and lock the other in.
All this might spur me to write another article, and when (if) I do that, I will again review your comment.
