Good point, and one it would be necessary to address and resolve if a decision were made to require some knowledge of how our government works as a prequal to voting. (You and I both may remember how tests were used to discourage voting among Black people in the South. I remember this; I was there at age 12 in 1955 and heard about tests as well as beatings.)
