I agree with you that we should have a requirement to step down at a particular age, just as we have a requirement that only native-born Americans can be president. The requirement to exclude anyone who is not native-born is probably silly, but it is a rule, and people do follow it. In the same fashion, whatever they think about a requirement to step down at a particular age--I don't think that is silly, but some people may--it would be a rule, and people would follow it.
