I just looked up figures for the U.S., where I live, and found that in 2009, the "Drug Overdose Death Rate (per 100,000 population)" was 70,630 . That's 700,630 per million. Your chart shows Scotland at 300 per million. Nobody should die from drug use, legal or illegal, but it does seem as though the problem in the U.S. is considerably greater than in Scotland. Or am I misinterpreting something here?
