It surely does need to change. That's step 1: recognizing that a change is necessary. Step 2 (I suppose) is investigating all the various solutions to the problem, so that people in power can make rational decisions about how to solve it. Oh, wait, for the next four years, there will be no people in power who care to make rational decisions. Aargh!
