Presidents have always had speechwriters and have also always made impromptu and self-written speeches. The current "White House director of speechwriting" is Vinay Reddy. He is not an intern. All presidents beginning with Eisenhower have used teleprompters. All presidents give direction to their speech writers and do approve speeches, often with revisions they've requested. But the question was about public speaking, not who writes the speeches. What would you do if you were asked to give a speech to all Americans? Wouldn't you write some notes? Wouldn't you have a friend or two review your notes and make suggestions? Wouldn't you use a teleprompter if one was available?
