That is the legality, as you say, and thank you for pointing this out. But CEOs may still be breaking the law by bringing in H1-B workers to fill jobs that could be filled in the U.S. I think it's possible that, to accomplish that and profit from it, some of their minions might be writing position descriptions to justify reduced wages. Just look at the number of workers the companies I included in the article have hired in the past few years, some of them while firing U.S. workers. The CEO motive is always profit, so one has to assume they are seeing some profit by doing this. (I realize that education in the U.S. is not what it should be, but still....)
By the way, I have never spat racist or xenophobic rhetoric, not being a racist or a hater of immigrants. I don't think this article could encourage racism or xenophobia in anyone, readers or not.
