The solid plan was in place even before Biden became president and was available on the internet. People making more than $400,000 in income per year (and only those people) would have a small increase in their taxes. And--not part of the plan but a result of the plan being put into effect--the increased revenue stream from the rich would have been supplemented by more taxes collected from the plan's minimum wage increase and from the good-paying jobs available because of the alternative energy initiatives. It's worth mentioning, by the way, that the rich in this country have benefitted remarkably from Trump's tax cut, which was temporary for the poor and permanent for the rich. The taxes the rich would now have to pay would partially make up for that imbalance in tax cuts.
