To whom is a stereotype of an invading group confirmed? Not to me. I looked at the picture and was moved to sorrow and compassion for the people in the boat. I think how an image of a group of people in awful circumstances is interpreted is determined not by there being a lot of people photographed in those situations but instead by the predisposition of the person seeing the image. For a racist, the image supports racism; for a racist, almost any image of people other than "self" will support racism. Does this mean you don't photograph people in dire situations? How else will we know that a bad situation exists--and should never exist again?

Of course, making a profit from a photograph of a dire situation--instead of working to eliminate the situation, is quite another thing.
