Well, if you have the power to make all this happen, I'll definitely vote for you. But as things stand, I think the problem is that both houses of Congress and the president have to sign new bills into law before they can be implemented. The House has to fund programs, too, including additional funds.
Also, please do note that nobody cited being suspicious of a program to feed children as the reason for rejecting the program. Since there is so much critcism of government these days, if anybody had been suspicious I think they would have said so.
