What I think Fay Wilde is saying is that since much legislation cannot be passed without a supra-majority (60-40), there are enough Democrats to stop some of what he wants to do. But I don't know whether there are, indeed, that many Democrats left in either the House or the Senate, and I don't know what he can do without Senate and House approval. I know he can do tariffs without their approval.
